Practically the entire Homeland Security bureau is made up of this kind of person, and they get extremely inflated egos by being able to boss other people around, and taser anyone not subservient enough. After a long enough period of acting like a big man, with no one willing to slap some sense into them, it's not surprising that they might eventually think that they're the Big Man Himself, or comparable.
